A presidential pardon can forgive criminal liability and fines for federal tax evasion, but it cannot forgive the underlying civil tax liabilities, penalties, or interest; the pardoned individual would still have to pay back taxes and civil debts owed to the government. Essentially, Trump illegally pardoned himself for his IRS tax liabilities.

In all likelihood, Trump will also issue a presidential pardon to himself before his term is over. That's illegal as well, but he'll do it anyway.
