2. The San Antonio office was missing a senior hydrologist, staff forecaster, and meteorologist in charge.

All fired or accepted early retirement. These are the people who would be on the phone in the middle of the night calling local authorities to inform them of a more serious storm forecast. Those lost hours could have saved lives.
