there is a war/conflict going on. They need a safe place. No country wants to be a safe haven for another country's criminals.

But Garcia is a victim of Trump's extreme racism. How ironic that he wants to dump black/brown people into countries whose citizens are black/brown.

If they can send Garcia to Costa Rica and get his family there, this is a much better outcome. But there is no need for him to go to Africa in the first place.
