Food and clothing are still okay, apparently.

From the San Francisco Chronicle:

Fremont city attorney Rafael Alvarado Jr. on Tuesday tried to quell concerns by saying there “would be no basis to pursue criminal enforcement of someone that hands someone else food or clothing.” It would only apply to those helping someone set up an illegal structure or store belongings on public property.

Homeless will simply migrate north Union City and south to San Jose.
