1. They claim to have a permit now

rump remnant of The People's Convoy, now led by a 2nd degree proud boy, who flashed a PB medallion at his court appearance
3 have been arrested since July 4 (assault on counter-demonstrator, blocking an interstate)
J6ers in their mix
convicted sex offenders camping with children
trying for an Ottawa-style occupation of DC
harassing citizens with airhorns and megaphones
camping out a couple blocks from the Capitol
"marching" on Capitol with pole flags
harassing J6 witness
sanitation and public health issues

And they now claim to have a NPS permit for a "vigil".

It's tempting to dismiss them as pathetic clowns, but some have made the same dismissal of Jan 6 (shaman clown). They could be embedding serious actors among the distracting camera fodder.
