Some place like Batteries Plus can check the battery and the charger.
Being that the battery is at least 7 years old it is possible that that is the problem.
If not, that is if the battery and charger are good, then the breakdown becomes a question of whether the switch is good and if electric is getting to the motor. Just about any electrician can check the switch and power to the motor.
