While it offends any reasonable sense of fairness, it isn't all that unusual for outgoing politicians about to lose power to exercise that power as they are on their way out. For example - a state legislature removing from the governor the power to appoint Senators (in the event of a vacancy) when the governor's mansion changes hands.
