It's an unnecessary risk these football players have to take, and the possible injuries might affect their entire lives. Why can't the rules be revised enough to make this sport safer for high-school-aged kids?

Coaches and officials need to be vigilant for dangerous behavior and unsportsmanlike conduct. Sometimes these boys just don't realize they might cause a serious injury to themselves or others. "Winning at any cost" just isn't worth it.
