1. Hazardous cargo.

In a lot of cases the cargo is not hazardous in and of itself, but cannot be located near other cargoes. Shippers sometimes mislabel cargoes to get a lower shipping rate. There could be a variety of reason for the fire but non-compatible cargoes can create an explosion or spontaneous combustion.
