Can anyone identify this alert on a Pixel phone? [View all]

Sorry, I don't have a screenshot. It's actually a friend's phone that I was trying to help her with for a couple of minutes. But I'm not that familiar with Pixel phones, so I thought I'd poke around the Internet -- and that includes asking here!

Every few minutes this alert pops up (with the usual alert 'ping' sound) at the top of her screen and appears for a few seconds and then disappears on its own. IIRC, it's on a blue background and says "Open Browser" and there's a red rectangular button alongside that text with the word "CLEAN" in it.

The constant appearance of this alert is driving her crazy. (She's had a bad experience with so-called cleaning apps nearly hijacking her phone in the past.) But I can't determine what app is the cause of this alert. Or how I might go about actually cleaning her phone if it's being caused by some kind of malware.
