Because he was charged as a juvenile, terroristic threats are lessee?
That makes zero. It's still a crime, it's still a threat, and 14 years, not 14 months old.
There reason for bringing him back so soon is premature, or there has been some breakthrough by a psych doctor that we don't know about.
