Nothing is explained very well. What is the fix? What was the problem? And why is the following inserted into the artilce with no follow up or explanation? "Why is BART still so loud? We answer your questions."

Rain caused delays, for whatever reason. The solution? Slow the trains down? How would that prevent delays? Use software to automatically slow down? Why? Then we have the "flat wheel" issue. That could only be caused by emergency brakes being applied at speed and the wheels locking. But what does that have to do with rain or speed or software? Then of course we have that question just hanging in the middle of the article. "Why is BART still so loud?" Must be the rain. Or the software. Or the flat wheels.
