1. The police chief who was running the department resigned recently

My cousin who is an officer told me the police chief was an old school SF boy who turned a blind eye to the increasing racism in the department. The one thing my cousin said is that effective police chiefs should have college degrees in criminal justice. The old police chief entered the force at 20 years with no college degree. He moved up in the ranks playing by the old boy rules. The culture deteriorated under his leadership.
