3. In Canada we had the camera recording system also maybe twenty years ago

And wouldn't you believe it, it was cancelled as many of the offending drivers were lawyers, judges and police (according to one newspaper report wish I wish I had kept). The reasoning behind scrapping the program was that it was an "invasion of privacy". Many were challenging the photograph results (saving the system millions in court costs in all honesty).
