Low-income cancer patients don't need any more burdens put upon them.

And, as the article notes, people dealing with nausea NEED to either smoke or vaporize so that they get the immediate anti-nausea effect - even if they were to, say, create marijuana suppositories for nausea in cancer patients - they may still be overwhelmed at moments and need the 15 second or so time for smoked mj to take effect, rather than an hour - they would lose any benefit from others medicines they had taken if they puke them up.
