Putin's use of PED was rampant among athletes sponsored by the Russian government.

They bribed officials to get a previous Olympics.

The entire country should have been banned for at least 15 years.

The scumbag athletes were still cheating. Still flaunting the rules.

Ban Russian teams from international competition.
