but I am not totally on board that it is causing more problems in poorer countries. Having lived in one of those countries, they have zero emission controls on their existing vehicles so if they are getting used cars with even some emission controls, it is better than where they were. They cannot afford the expense for new cars with emission controls. Something is better than nothing.
