you have to be fingerprinted so they can run a background check on you before you're approved for doing anything involving kids.

Much like being a teacher.

If a matter is handled internally, whether some priest boffing a pre-pubescent boy or embezzling money, that won't turn up on a background check if the guy wants to be a youth leader, teacher, or bookkeeper/financial manager--unless the background check includes talking to past employers or references. Even then, if it's kept confidential that may not come up during the phone check.
