3. Uh, it's not "relative chaos". It's way better than the 46 states where it's still illegal.

It was known from the get-go that there was going to be a delay between implementation of the law, and the beginning of licensed sale for recreational use. This is not news. There was a similar delay in Washington state, IIRC.

In the meantime, as noted, the legislature is working on proposals to allow limited recreational sales by the medical mj dispensaries until the full regulatory and sale apparatus is up and running.
