Does anyone else question how and why a video was being recorded of a portion of an empty street just before the "action" takes place within the video frame?

I wouldn't want to dox an innocent video-taking witness, but do we know if the video-taker was actually just a bystander and not a part of this operation to send a chilling threat to other LEGAL dissenters?
