where the Marines are supposed to be coming from, is not going to let them get into that situation until they complete their training in, among other things, non-lethal measures. And they don't know when that is going to be. It's critical training which takes a very long time.

To me, that says they value their troops enough to want to make sure that none of them goes into a situation and makes a mistake which hurts a civilian physically and also hurts the Marine career-wise. If that sounds cold to you, then it does - but since the two basic coals of an armed force are to accomplish the mission and protect the welfare of the troops, it's a position that fits right into that.
