As above, tolerance is developed until the user tips over into a lethal dose.

But I've seen this pattern before, someone in over their head in a particular role resorting to drug use to make them appear smarter, or at least allow them the delusion of competency - not realizing both the job incompetence and drug use are easily seen by others.
