Hartmann explains SCOTUS uses shadow docket to ignore 2 lower courts.....
......Congress approves funds that President shall ensure money gets spent accordingly,
.....Trump just fires the employees in the departments so there is no one left to spend the funds
......net result funds not spent....Constitution violated
Hartmann speculates why four justices (already know what Thomas and Alito would do) are allowing this:
.....is it that they want a dictatorship, or are they worried about loss of money contributions, or is it pizza delivery threats?
