National Guard essentially have dual chains of command. Under Title 32, its the Governor of the State. Under Title 10, its the President. They got called up under Title 10. As soon as that happens, their chain of command runs up to the President like every other soldier in the Federal Military. Governors cannot stop Title 10 call ups.
