Yes, if we were going by the Constitution. Some of us favor that strategy. There is the right for a president to take emergency action if the US is attacked, until Congress can have an emergency meeting. Many of us think the real emergency is found in the current White House. We think that Congress should have an emergency meeting now, to deal with the real threat to our country.
