3. Up to now, Iran didn't want nukes. Their leadership really didn't want nuke weapons. They want nuke energy.

The only nations to pre-emptively actually attack full on other sovereign nations have been the US and Israel. Once those they attacked retaliate, they are labeled the "attackers" or "terrorists." 9/11 was an attack on the US by renegade band of Islamists who wanted the US out of Islamic lands. It was not an attack by a sovereign nation.
