With 400 kg of enriched uranium Iran would be in a position to barter, rather than pay, for protection. The upside for them is that like Iraq, there would be no weapons of mass destruction to be found. Iran is able to present a valid argument to India, China, Pakistan, North Korea, and others that the aggressions of some players will not stop with Iran. You are next is the message they can easily sell, especially now that the US is not trusted by its ~~once~~ former allies..
