First of all, neither the current congress, or the next one will be responsible for certifying the 2028 electoral votes- it will be the congress sworn in on January 3, 2029.

If they refuse to certify, then at noon on January 20, 2029, the speaker of the house (or whoever is still serving in the line of succession) becomes the acting president.

Go look up how newly elected representatives can be challenged before being sworn in- the Supreme Court has no role or authority in that process, and the challenges occur when all members are considered representative-elect, so if one gets challenged, they can all be challenged- nobody is sworn in, and everybody is equal.

You too appear to have bought the myth that Trump is omnipotent and the states and the people are powerless, and will just stand by and let fascists do facist shit.
