IMHO, not really "whining". Whining would be something like IQ47 complaining on Truth Social, or Leavitt telling the assembled press corps, about the horrible shortage of farm labor.

This obscure document will be the ONLY mention of this problem from anyone even tangentially related to the regime, and I would imagine whoever heads the department that created the document will very soon be spending more time with family.
