No they are not being allowed to build an Air Base in the US. Full stop.

Mountain Home Air Force Base is a US facility where we fly F-15s, so it already has all the major infrastructure to support F-15s. Qatar signed a contract to buy F-15s from the US. That contract included support equipment and training. It also includes hanger space, dining halls and housing. Everything you would need to support a small detachment of aircraft to train pilots and maintainers. That training is unlikely to be conducted by military personnel, far more likely to be Boeing contractors. All that is paid for by Qatar under the terms of the contract.

By way of comparison, we have a similar arrangement with Singapore, they bought F15s as well. I have a much higher trust level with Singapore as compared to Qatar.

Germany used to maintain a small detachment of Tornados at Holloman AFB in NM. That wasn't because of a sale of US equipment to them, they were paying us to use that space because the number of days of flyable weather per year is much higher there than in Germany.
