In the 1970s, I worked for a while as a mechanic in a fleet garage for a county in California. Among the vehicles I regularly worked on were the "undercover" cars used by the Sheriff's Department. Mostly, they were assorted cars seized by the Sheriff for being used in some crime. So, they got used by the drug enforcement and other undercover operations.

But, the Sheriff's Department was incredibly stupid about this. They put official license plates on them - the same type used on other county vehicles. And then, they had the garage install new tires on them - the same black sidewall tires we installed on the sheriff's other vehicles. So, you'd see some beat-up Ford Econoline Van coming, with government tax-free license plates and brand new black sidewall tires. "Cheese it - The Cops!" Truly!
