4. Our daughter was born overseas. Citizenship at birth in another country is determined by citizenship of the parents.

When at least one parent is a U.S. Citizen, the physical location of the birth becomes largely irrelevant. The U.S. Consulate reviewed our passports, along with the host country's birth certificate, and issued a report of the birth of a U.S. Citizen Overseas. That consular report was then the basis for obtaining a Social Security number from the Social Security Administration. Once the SSAN was issued, the Consulate issued her passport. From her birth to the passport issue took about two months.
