When both Houses of Congress pass a bill, it is sent to the president. He has three options.

1. Sign the bill into law and then release the files.
2. Veto the bill and it didn’t become law so no release. Congress could then override the veto with a vote of 2/3rds majority in both chambers.
3. Pocket veto where the president doesn’t sign it or reject it. After ten days it would become law without his signature and the files would be released.

I think he’ll veto iit hoping that Congress won’t have the votes.
